Victorian gold padlock, the front set with five coral stones within a cross pattern, i'm going to call it a sort of quatrefoil shape.
 
It has a locket back, with hair (which can be removed)

The gold is not marked but it is probably 9 carat (it looks higher) - but definitely gold
