Charming silver stamp holder case. 
Back in the day when letter writing was the norm, a stamp holder gadget such as this was a really useful and beautiful thing to hang from your silver albert chain.
 
Now however, with computers being what they are, you may need to be inventive and add a silk ribbon, or a love letter!
 
You line up the lines on the base, remove the top, and then wind your roll of stamps or whatever arounf the inner rod, and poke the end out through the slot. 
Voila!
